tracnav.css not found

Description

tracnav.css is included in the page, but not found on the server. neither are the smiley images, but that's a different story (ticket:7).

Check http://www.ircache.net/cgi-bin/cacheability.py?query=http%3A%2F%2Fopensg.vrsource.org%2Ftrac&descend=on for a nice list of what did and didn't load.

I think I have fixed this now (magically works with mod_python enabled), but I would like Dirk to verify that it behaves like he thinks it should.
